What happens after I submit my Community Build?

Your build enters moderation. When approved, it can appear on the champion Community Builds page. You can create drafts locally without an account.

Are Community Builds the same as the main WR-META VI guide?

No. Community Builds are player-created alternatives for different roles, matchups and playstyles. The main WR-META champion guide remains separate.
